Brussels \u2014 an important platform bringing together public authorities, the private sector, and civil society from across the EU and beyond to assess the evolving sanctions landscape at a critical moment for global economic statecraft.<\/p>\n<p data-start=\"404\" data-end=\"863\">Representing <strong data-start=\"417\" data-end=\"426\"><a href=\"https:\/\/umdigital.science\/\">UMDS<\/a><\/strong>, we shared our perspectives on current developments in the crypto space, with a particular focus on <strong data-start=\"527\" data-end=\"587\">stablecoins and cryptocurrency-enabled sanctions evasion<\/strong>. We hold deep respect for the professionals who take personal and professional risks to counter global sanctions evasion and illicit trade networks. There is a growing case for a stronger <strong data-start=\"2272\" data-end=\"2309\">administrative enforcement regime<\/strong> at EU level.<\/li>\n<li data-start=\"1914\" data-end=\"2064\"><strong data-start=\"2327\" data-end=\"2375\">Crypto as a key enabler of sanctions evasion. <\/strong>Cryptocurrencies are increasingly used to procure high-priority items outside the traditional financial system, particularly in support of Russian procurement networks, while government expertise and resources still lag behind the threat.<\/li>\n<li data-start=\"1914\" data-end=\"2064\"><strong data-start=\"2624\" data-end=\"2664\">Lessons from challenged designations. <\/strong>High-profile cases underscored the importance of robust evidence, strategic clarity, and due process in sanctions designations.<\/li>\n<li data-start=\"1914\" data-end=\"2064\"><strong data-start=\"2802\" data-end=\"2837\">Sanctions must go beyond Russia. <\/strong>EU thematic regimes \u2014 including cyber, organised crime, and irregular migration \u2014 remain underused and require stronger criminal enforcement to disrupt networks both within and beyond the EU.<\/li>\n<li data-start=\"1914\" data-end=\"2064\"><strong data-start=\"3039\" data-end=\"3091\">Hybrid threats require more than sanctions alone. <\/strong>From shadow-fleet operations to sabotage and election interference, Russia\u2019s evolving tactics demand closer integration of sanctions with <strong data-start=\"3235\" data-end=\"3290\">intelligence, diplomatic, and law-enforcement tools<\/strong>.<\/li>\n<\/ol>\n<h3 data-start=\"3293\" data-end=\"3312\">Looking ahead<\/h3>\n<p data-start=\"3313\" data-end=\"3369\">The workshops, panels, and in-depth discussions covered:<\/p>\n<ul>\n<li data-start=\"3313\" data-end=\"3369\">EU sanctions in practice and compliance red flags<\/li>\n<li data-start=\"3313\" data-end=\"3369\">Disrupting hybrid threats and shadow-fleet operations<\/li>\n<li data-start=\"3313\" data-end=\"3369\">Strengthening thematic sanctions regimes<\/li>\n<li data-start=\"3313\" data-end=\"3369\">Due process and litigation risks in sanctions designations<\/li>\n<li data-start=\"3313\" data-end=\"3369\">Alternative payment systems and geopolitical fragmentation<\/li>\n<li data-start=\"3313\" data-end=\"3369\">Cryptocurrency-enabled sanctions evasion<\/li>\n<\/ul>\n<p data-start=\"3697\" data-end=\"3983\">We are grateful to all speakers and participants for a day of <strong data-start=\"3759\" data-end=\"3805\">open, candid, and forward-looking dialogue<\/strong>.
