Seminar AUB"},"content":{"rendered":"<div class='flex_column av-30jy9j-1aa1ce120f7fe957bcac65d00279768a av_one_full  avia-builder-el-0  avia-builder-el-no-sibling  first flex_column_div '     ><section  class='av_textblock_section av-msrjbuv7-bfbfd9d789cd48c07c7a079f3f0db554'  itemscope=\"itemscope\" itemtype=\"https:\/\/schema.org\/BlogPosting\" itemprop=\"blogPost\" ><div class='avia_textblock'  itemprop=\"text\" ><p class=\"isSelectedEnd\" style=\"text-align: center;\">On 11 August 2026 in Kyiv, <strong>Dr. Tetiana Dmytrenko, Doctor of Economic Sciences and Chair of the Board of the NGO Ukrainian Modern Digital Science (UMDS)<\/strong>, participated in the seminar <strong>\u201c<a href=\"https:\/\/aub.org.ua\/proekti\/galuzevyj-czentr-ekspertyzy-z-pytan-shtuchnogo-intelektu\/step-in-2-eu\/regulyuvannya-ta-opodatkuvannya-virtualnyh-aktyviv-yevropejskyj-dosvid-ukrayinski-realiyi-ta-perspektyvy-rozvytku-bankivskogo-sektoru\/\" target=\"_blank\" rel=\"noopener\">Regulation and Taxation of Virtual Assets: European Experience, Ukrainian Realities and Prospects for the Development of the Banking Sector<\/a>\u201d<\/strong>, organised by <a href=\"https:\/\/aub.org.ua\/en\/golovna-english\/\" target=\"_blank\" rel=\"noopener\">the Association of Ukrainian Banks<\/a> within the framework of the international cooperation programme <a href=\"https:\/\/www.giz.de\/sites\/default\/files\/media\/pkb-document\/2026-04\/giz2026-ua-factsheet-step-2-eu.pdf\" target=\"_blank\" rel=\"noopener\"><strong>STEP IN 2 EU<\/strong><\/a>.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: center;\">A central part of the event was the open panel discussion <strong>\u201cThe Virtual Asset Market in Ukraine: What Can Banks Do Today?\u201d<\/strong>, which focused on the practical preparation of the Ukrainian banking sector for the future operation of a regulated virtual asset market. The discussion brought together representatives of the public, expert, technology and banking sectors: <strong>Dmytro Nikolaievskyi<\/strong>, Chief Legal Counsel at the Project Office for Digital Economy Development of the Ministry of Digital Transformation of Ukraine; <strong>Tetiana Dmytrenko<\/strong>, Chair of UMDS; <strong>Serhii Kozlov<\/strong>, PhD in Economics and DeFi expert at Blockstream; and <strong>Ruslan Kostetskyi<\/strong>, representing the Association of Ukrainian Banks. The discussion was moderated by <strong>Serhii Khodakevych<\/strong>, PhD in Economics, Professor of Banking and Insurance and Adviser to the President of the Association of Ukrainian Banks.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: center;\">During the panel, Tetiana Dmytrenko presented an <strong>expert perspective on financial monitoring and compliance risks associated with virtual asset transactions<\/strong>. One of the key issues discussed was whether such transactions should automatically be classified as high-risk or whether these risks can be effectively managed through appropriate procedures and modern technological tools.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: center;\">The UMDS Chair placed particular emphasis on <strong>new approaches to crypto-asset transaction compliance, including KYT (Know Your Transaction)<\/strong>. Unlike traditional KYC procedures, which primarily focus on customer identification and due diligence, KYT involves analysing and monitoring transactions themselves and assessing the risks associated with them. In the context of crypto-assets, effective implementation of this approach is practically impossible without <strong>blockchain analytics tools<\/strong>, which enable financial institutions to analyse the movement of assets on blockchain networks, identify links between addresses and transactions, detect risk patterns, and develop evidence-based transaction risk assessments.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: center;\">Accordingly, banks preparing to work with crypto-assets should not limit themselves to formally updating their internal policies. They need to gradually move towards <strong>technology-enabled, risk-based compliance<\/strong>, where KYC, KYT, financial monitoring and risk assessment operate as interconnected elements of a comprehensive compliance framework. This is particularly important for distinguishing transactions that actually present elevated risks from legitimate customer activity involving crypto-assets.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: center;\">Another important focus of the discussion was the <strong>adaptation of European approaches to the Ukrainian context<\/strong>. Participants considered the extent to which European monitoring and regulatory practices can be directly applied in Ukraine, taking into account martial law, the specific nature of cross-border financial flows and Ukraine\u2019s particular risk profile. In this context, European integration requires not only the transposition of regulatory requirements but also the development of practical mechanisms capable of operating effectively within the Ukrainian financial environment.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: center;\">During the discussion, <strong>UMDS proposed cooperation with the banking community in identifying and developing optimal practical solutions for compliance and financial monitoring of crypto-asset transactions<\/strong>. Such cooperation could bring together the expertise of the banking sector, researchers, AML\/CFT professionals and blockchain analytics providers to test KYT approaches, develop relevant risk indicators, improve transaction analysis procedures, and formulate practical recommendations for Ukrainian financial institutions.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: center;\"><strong>UMDS emphasised that the banking sector should begin preparing for the regulated crypto-asset market today.<\/strong> Developing appropriate methodologies, staff expertise, KYT procedures and practical experience with blockchain analytics before the market becomes fully operational will enable financial institutions to move from a model of crypto-risk avoidance towards a model based on the professional identification, assessment and management of such risks.<\/p>\n<p class=\"isSelectedEnd\" style=\"text-align: center;\">The seminar programme also covered <strong>the regulation and taxation of virtual assets in Ukraine and the EU, the approximation of Ukrainian legislation to MiCA, financial, economic and taxation issues, as well as the use of stablecoins in the banking sector<\/strong>.
