From Stablecoins to ‘Digital Bills of Exchange’: Why Monitoring After Sanctions Implementation Is Critically Important

This article examines how Russian financial structures have built a complex hybrid system to evade sanctions through the ruble-backed stablecoin A7A5, the Grinex cryptocurrency exchange, and A7 “digital promissory notes,” combining blockchain transactions, paper-based debt instruments, and networks of companies in third countries. Drawing on journalistic investigations and blockchain analytics, it shows how these tools enabled tens of billions of dollars to be moved abroad while remaining outside regulators’ visibility — and why sanctions without continuous post-sanctions monitoring become ineffective.

Risk-based approach to the regulation of digital asset turnover in the field of Anti-Money Laundering and Counter-Terrorist Financing (AML/CTF).Qualifying scientific work on manuscript rights.

The dissertation is dedicated to a comprehensive study of the theoretical and methodological foundations of risk assessment and management in digital asset turnover within the framework of anti-money laundering and counter-terrorist financing (AML/CTF). Based on the systematization and critical analysis of scientific research conducted by both foreign and domestic scholars, the economic essence of the concepts of «risk» and «uncertainty» is revealed. The dissertation classifies the concept of «risk» across its types and various scientific disciplines.

Since January 2025, as part of the cooperation between UMDS experts and the rates.fm team, we have begun publishing articles on public-private partnerships, the development of a transparent crypto market, international and European standards for regulating the crypto market, and in the field of combating money laundering and terrorist financing, combating cybercrime, including practical cases and typologies.
